There is also the view that GB threw out "same" $$ as purely a PR move. They new he was gone but threw it out there to make it looked they were serious.

They had months to figure out the market, he was not signing the tag. Don’t buy it
 
when is the last time the packers used the franchise tag on a player who actually played the full season on the tag?
