They're saying it's his knee. That's rough for the Raiders, they lose the cap space that they gained and the draft picks, now that the injury news is there they're not going to get the same haul back for him.
 
On the one hand, all is fair in love and war and free agency. On the other hand, the NFL does seem to operate on something of a mafia code of ethics or code of conduct, and playing games with trade comp and money matters like this certainly seems like a violation.

Also consider, the "free agent legal tampering" period is a big time media blitz for the league. These sort of shenanigans by the Ravens threaten it - the whole point is to announce deals and get viewer eyeballs and fan engagement. If deals can't be announced because agents and players are afraid of other teams backing out then there is no point to the window at all. I don't know what the league will do, if anything, but would not shock me at all to see them punish the Ravens with the loss of a pick or something.

Yep NFL should investigate. If it does turn out that the Ravens bailed because they no longer wanted to give up 2 1st and felt Hendrickson was just as good without the draft comp they should be fined a 1st round pick as punishment for allowing other teams to do business with expecting Crosby to go to Baltimore. Many teams spent cap space because of this move. Now Vegas who has to take back 30-35 million they expected to be gone has to now try to trade Crosby in a shrinked trade market as teams now don't have cap space for him or would have to break deals with players they agreed to sign to get him under the cap. Also Raiders now won't get the trade comp of 2 1st round picks from another team with the Ravens failing his physical.

I truly believe there was something innthe medical. That's just me though. I don't think we see the Crosby as we once have
