Well most is a very vague statement. Again and I’m beating a dead horse but the laws are not uniform and some have guardrails and some don’t.
 
They need uniformity or it's going to create havoc.

The alumni does not pay NIL unless it’s a legit endorsement and since Wisconsin has no NIL legislation it’s a cluster F

But often the alumni are the business people who will be paying these kids.

That makes no business sense. And depends on the business. The restrictions and guardrails are important. States are not uniform also
