Fully evaluate? No. But look, I've never seen or heard an NFL executive ever say "yeah this guy was kinda crappy in practice but then he turned out to be a stud". They can tell. If he was out there throwing worm burners like Vince Young, or spraying it wildly on the move like Brett Hundley, there's not much you can do IMO. It's not fair to him but that's the NFL. It's not set up to be fair to young QBs.

assuming its 3-4 years it runs into him 5th year option. Personally I try and give him short term deal similar to what 12 got, remember GB gave him 6 yrs with with a low AAV in 2009 before his rookie deal ran out

Thing is last off-season Love had no OTA or pre-season and ran the scout team he got no real practice snaps can't judge him.
 
Right now there is nothing we can really know all the same stuff being reported. Seems both sides have went radio silent.
