Fox owns 60% of BTN and each team is required to play 1 game on the network. Disney had ESPN / ESPN 2 / ESPN U and ABC to air games so with less options BTN is important and yes this was driven by Fox no doubt

Seems WI hardly ever ends up on Big Ten anymore unless vs a crappy non cofernece team

Highly doubtful. Now a PAC 12 / Big 12 consolidation is possible. Note the lack of the word merger. ACC Grant of Rights continues to be an issue and no conference wants any part of that
